The City of Swift Current has appointed a new Integrity Commissioner.

The job has been given to Glen Herman, who currently works for the City RCMP as a liaison between RCMP and court officials.

Herman was approved by council, with a unanimous vote, after his credentials were read out by Jackie Schlamp, the city clerk for Swift Current.

"Mr. Glen Herman has been identified as a qualified candidate to fill this position," said Schlamp. "Glen graduated from the University of Saskatchewan with degrees in Commerce and Law in 1979 and 1980 respectively."

Herman's other credentials include his long career, 32 years, as a Crown Prosecutor for the Government of Saskatchewan. He spent the first seven of those years in Regina, and the remaining 25 in Swift Current. In 2004, Herman was named Regional Crown Prosecutor in Swift Current, from which he retired in 2016.

Previously, the role of Integrity Commissioner was filled by Harvey Lomax. He has served in the office since 2019, holding the position for a total of four years.

"However, after these years of service, Mr. Lomax advised he will not be seeking reappointment," shared Schlamp.

An Integrity Commissioner is required by both the City's Code of Ethics for members of city council, and the Council Committees Bylaw. They investigate any complaints of alleged contraventions of the bylaw by a member of council. They then make a suggestion for a course of action to the Compliance Committee of Council after the completion of the investigation.

Any city employee or council member may report an alleged contravention to the Integrity Commissioner. During an investigation, Herman will be able to interview anyone with knowledge of the incident. He can also inspect any and all relevant evidence.
