Scott Moe announced a commitment on Tuesday to having a balanced budget by 2019-20 if he replaces Brad Wall as premier and Saskatchewan Party leader.

Moe said a priority would be placed on not shocking the economy or health, social service or education services.

He also said a framework was being developed for how his government would recuperate losses due to reinstating a PST exemption on health, life, and crop insurance.

Moe said he'd compensate for a predicted revenue loss of $120.0 million by a five-per-cent workforce reduction for Crown corporations and executive government (via retirement and attrition), and delaying a 0.5-per-cent reduction in corporate tax for all sectors other than manufacturing and processing.

The first leadership debate is in Swift Current on October 19, where Moe will join Tina Beaudry-Mellor, Alanna Koch, Gord Wyant, and Ken Cheveldayoff at the Days Inn.
